The State-Endorsed Digital Identity (SEDI) Summit convenes state leaders committed to shaping the future of digital identity as trusted public infrastructure.

Digital identity is rapidly becoming foundational to commerce, public services, fraud prevention, and online safety. The defining question for states is whether we will lead in shaping this infrastructure according to constitutional principles, or whether external models will determine its future.

At this summit, pioneering states will come together to examine real governance questions, align around shared principles, and establish the guardrails necessary to ensure digital identity strengthens individual liberty, public trust, and state leadership in the digital age.

The work of this summit will contribute to the development of a multi-state framework for digital identity grounded in constitutional protections, technological integrity, and voluntary adoption.

The United States has not yet defined its model for digital identity. This summit gives states the opportunity to shape that model together.

Digital identity is quickly becoming foundational infrastructure for the digital economy, access to public services, and participation in modern life.

At the same time, fraud and impersonation are rapidly increasing. Identity theft, benefits fraud, and account takeovers cost taxpayers and businesses hundreds of billions of dollars each year.

Many digital identity systems being deployed around the world address these risks through centralized control by governments or large technology platforms, which can concentrate power, enable surveillance, and weaken individual autonomy.

The challenge for the United States is not simply deploying digital identity, but doing so in a way that strengthens security while preserving constitutional values and individual liberty.
